The evidence around the world is simply overwhelming that providing housing first is the most humane solution as well as a around 5 times more cost effective on average than the older model of providing social services AFTER people fall through the cracks. Housing first ideally will place a person BEFORE they arrive on the street. Its been shown that people receiving this willingly partake in counseling or whatever is suggested and they are often very quickly back on track , far quicker than ever with person reaching the stage of an existence on the street.
Social housing rent in cape town is R1500 pm. this is similar to a pensioner grant or disability grant.
The problem is that a Housing first solution needs to be implemented at a National Level by Government in collaboration with all the players, Local Government NGOS and Public Private participation in buying up disused Building and the many ways forward Finland used to implement it for 6000 homeless.
Only because of it starting at government level in FInland did it get rolled out across the entire country and make Local government policies more accountable . In conjunction with social services, medical services, ideally with Job creation and more, City of Capetown is focusing on beginning stage of a SAFE SPACES which is more cost effective.
Although it can never attack the very root of homelessness in the way Housing First can, so long nurtures the idea that homeless DESERVE at the very least safety and it has to come from Local and National Government. , SAFE SPACES ( In the Peninsula more soon on plan for a Clovelly Safe Space). So it is a step forward to providing a level of physical safety and clearly will to a greater extent reduce the issues of Law Enforcement ineptness in dealing with the issues o0n the street, and confiscating belongings , if implemented in a wider scale.
